If your toilet refuses or is hard to flush it's down to a number of reasons. Usually the plastic siphon plate is torn on lever operated cisterns which can be easily repaired. If it's a push button it generally needs to be replaced. Occasionally there is an obscure problem with the filling mechanism. Most involve disassembly of the toilet to facilitate repair.
